Russian organization “RACUS” invites you to prestigious Russian state universities to get the higher education in about 500 specialties in medicine, engineering, technology, economics and humanities. In the following you will find a concise list of specialties for you to choose. RACUS is an organization that carries out the functions of the international departments of the state higher education establishments of the Russian Federation on the basis of outsourcing. The main activities of RACUS include representation of Russian universities abroad (holding exhibitions, seminars and conferences on education), enrollment of foreign citizens wishing to study at the state higher education establishments of Russia, assistance to international students within the whole period of their studies in the chosen speciality (5-7 years) free of charge, preparation and execution of joint educational projects/programmes run by universities and colleges of Russia and other countries; proceeding of the official invitation letters for foreign citizens to obtain a student visa; organization of the meeting of new coming foreign students to the Russian universities in the international airports in Moscow and Saint-Petersburg and their transfer to the chosen city and university; accommodation in the university hostel for the whole period of studies; inspection of educational documents for the possibility of admission to Russian university; providing the enrolment to the most prestigious universities to any speciality and up to the Degrees: Bachelor’s, Engineer-Specialist, Master’s, PhD; providing the registration in the passport and visa Service of the Ministry of Internal Affaires of the Russian Federation for the whole period of studies; providing of all text books for studies in the university library for free; controlling the students’ academic progress; informing the parents on the student’s progress and behavior upon their request; assistance in obtaining of the Certificate of Equivalence in the Ministry of Education of the Russian Federation which is obligatory for each student to be admitted to any Russian state higher education establishment; providing the juridical and any other kind of help to students during their period of studies; representing students’ interests in the university and any other state authorities; helping the student to be transferred to another university upon his request, the change of speciality; assistance in case of unforeseen consequence (illness, problems with adjusting to new academic programs and so on); drawing up a guest invitation for the students’ parents to visit their children. At present, RACUS has offices in 8 cities of the European part of Russia and in more than 45 countries of Asia, Africa, Near and Middle East.

In 1991, state universities fi rst started providing educational services for Russian and foreign citizens on the contract basis. It was then that the law was passed in Russia that for the fi rst time allowed Russian State universities to admit international students on the contract basis with the partial payment of the tuition fees. Right at that time a representative offi ce of the International Bureau for University Services was opened in St. Petersburg. The organization recruited and sent international students from the countries of the League of Arab States to study at Russian State universities.
The office was rapidly developing, extending the area of its activities to Africa, Asia, the Near and Middle East, South and North America, and soon faced the need of reorganization. Thus on January 11th, 1995 a new organization was registered in St. Petersburg, state registration number 2699 of January 11th, 1995, to become the legal successor of the International Bureau for University Services. This new organization was called RACUS, which is the abbreviation of the names of the four departments of the organization:

Department №1
The Russian-Arabic Center for University Services represents Russian higher education establishments in the countries of the Near and Middle East. It is involved in representing the Rusian universities abroad, organizing educational exhibitions, seminars and conferences, enrolling foreign citizens to study at the state higher education establishments of Russia, preparing and carrying out joint educational projects/programmes between the Russian and foreign universities and colleges. The Center also provides students with all the services needed for entering Russia and admission to the chosen university, including accommodation in a university hostel for the period of training. The Center keeps in touch with the students’ parents, supervises the academic progress throughout the whole period of studies in the chosen speciality (5-7 years), protects the interests of international students and gives students any other help and assistance in all their needs on the territory of Russia within the period of education.

The Russian-Asian Center for University Services represents Russian higher education establishments in the countries of Asia. It is involved in representing the Russian universities abroad, organizing educational exhibitions, seminars and conferences, enrolling foreign citizens to study at the state higher education establishments of Russia, preparing and carrying out joint educational projects/programmes between the Russian and foreign universities and colleges. The Center also provides students with all the services needed for entering Russia and admission to the chosen university, including accommodation in a university hostel for the period of training. The Center keeps in touch with the students’ parents, supervises the academic progress throughout the whole period of studies in the chosen speciality (5-7 years), protects the interests of international students and gives students any other help and assistance in all their needs on the territory of Russia within the period of education.

The Russian-African Center for University Services represents Russian higher education establishments in the countries of Africa. It is involved in representing the Russian universities abroad, organizing educational exhibitions, seminars and conferences, enrolling foreign citizens to study at the state higher education establishments of Russia, preparing and carrying out joint educational projects/programmes between the Russian and foreign universities and colleges. The Center also provides students with all the services needed for entering Russia and admission to the chosen university, including accommodation in a university hostel for the period of training. The Center keeps in touch with the students’ parents, supervises the academic progress throughout the whole period of studies in the chosen speciality (5-7 years), protects the interests of international students and gives students any other help and assistance in all their needs on the territory of Russia within the period of education.

Department №4
The Russian-American Center for University Services represents Russian higher education establishments in the countries of South and North America. It is involved in representing the Russian universities abroad, organizing educational exhibitions, seminars and conferences, enrolling foreign citizens to study at the state higher education establishments of Russia, preparing and carrying out joint educational projects/programmes between the Russian and foreign universities and colleges. The Center also provides students with all the services needed for entering Russia and admission to the chosen university, including accommodation in a university hostel for the period of training. The Center keeps in touch with the students’ parents, supervises the academic progress throughout the whole period of studies in the chosen speciality (5-7 years), protects the interests of international students and gives students any other help and assistance in all their needs on the territory of Russia within the period of education.

Short List of the Main Services Provided to International Students by RACUS

Giving information and advice on different aspects of the Russian system of education, on duration and costs of education, terms and conditions of studying at the university, rules and internal regulations of student hostels, procedures of getting life and health insurance, rules of entering Russia, staying and moving on its territory, and departure from the country; assisting in choosing a higher education establishment (a number of institutions is offered, varying in location and price) in accordance with the chosen speciality and the income of the student; keeping in touch with parents; helping students with their needs during their stay in Russia, within the sphere of competence and possibilities of RACUS.
Checking the educational documents of the applicant; drawing up an official letter of invitation in accordance with the Russian legislation and the standard terms, and sending the original invitation by Express mail to either the Russian Embassy in the applicant’s country, or to the representative office of RACUS in that country; helping to get the Russian student entrance visa; assisting in receiving the registration on the territory of Russia for the period of studies; admission to the universities in accordance with the chosen speciality; drawing up a guest invitation for the student’s relatives to come to Russia, meeting them at the airport, and accommodating them at hotels.
Arranging groups of students going to Russia for education; helping to get airplane tickets for flying to Russia; meeting students at the airport and leading their way to the university; assisting in their admission to the university and providing them with accommodation in a 2-3 bed room of the university hostel for the period of studies; providing life and health insurance; assisting in opening the student’s bank accounts, in obtaining telephone cards and SIM-cards for mobile telephones, and other things a person arriving in a new country might need; informing students on the rules of staying and travelling in Russia, norms of behavior, as well as on the internal regulations of student hostel and the conventions of the university that students must obey.
During the students’ stay in Russia: supporting international students in Russia with information and advice; controlling their academic progress and behavior to answer the inquiries of the student’s parents or a RACUS representative in the student’s home country; on expulsion, helping the student to be restored in the university, transferred to another university, or return home; accompanying the student to a hospital or health center in case of illness, and assisting him/her during treatment, supervising the process of treatment; representing student’s interests in the Russian Federation, helping to resolve conflicts, arguments and differences between the student and his/her university or state authorities; assisting students in exercising their rights, within the sphere of competence and possibilities of RACUS.
